Bren, funny you should ask, as we are working on PPDs. One of our recent PhDs specializes in ballistic vests. Check out http://www.itaaonline.org/downloads/P2004-Res-BarkerJ-Comparison-Res017.pdf for the cliff notes version of her thesis. Currently better vests are available, but it's kinda like the new Bat suit - Uncle Sam didn't think $300,000 was cost effective. As the cost of the shielding material goes down they will become cheap enough to distribute. Sorry :(
