Can anyone tell me where I can figure out what military bases spouses aren't allowed to go to, or are allowed to go to.
Also if it is at all possible where I could find average duty stations for 25U...

Military spouses can generally enter any military post/base so long as they carry an un-restricted Dependant Military ID (A restricted ID is normally given to an ex-spouse with very small children so that they can continue to use base facilities). If you have an ID card you are generally set to go.
Any post/base with a commissary, exchange and/or medical facility can generally be entered by a spouse or dependant.
Local recruiting offices can help you with contact information and local military facilities that are available for spouse use. Depending on the branch of service they can get you in contact with folks that can help you get the information you need.
As far as finding out where a 25U can go?
You can find information on the 25U MOS (Army) here:

The Signal Corps (communication) can generally go anywhere depending on skill level and specialty.

If I'm reading between the lines correctly, sounds like you have a friend who is married to a 25U who is about to request a duty station? Or something like that. Most enlisted tours to Korea are unaccompanied, meaning that the spouse can't go with. Other than that, they're generally good to go. If you want to get into specifics, send me a PM and I'll do what I can to help (You probably already know I'm active duty Army).

25U's are the commo guys who work with mostly tactical radio systems. Almost every line battalion has a couple of them in their headquarters and a rep in each company. This opens up pretty much anywhere there is a base. Again, if you have any specific questions, feel free to ask me.
