WARNING - PARTY POooOPER!!!
Don't hold your breath yet, 3.1 is not going live today and according the last blizzard podcast, the 3.1 won't be live untill 15th April. The 3.1 is a bigger patch then the 2.4 so it still need few testing before going lives.
BUT... I still have a little hope cuz since 3 days, Blizzard downloader is downloading a 550mb files...

I await the obligatory april 1st fake patch notes, nothing goes live till then!

The Arena tournament is going on right now. It doesn't really make any sense to make the patch go live until after that. Otherwise people would have to figure out how to re-work their talents and then play their toons again before being able to compete at the same level.
The 200 battles minimum is slated to end on April 8 or 9 and then the "finals" kick in for a week or so. I wouldn't expect it until mid- to late-April at the earliest.
