Ok, got that out of the way.
Been playing my shaman, diggin it. I am going enhancement for now because of previous feedback on it being the easiest way to level. I am currently using 1h mace and shield, is it better to dual wield when I can?
Also I have been tossing down the strength and searing fireball shooty guys. If it's a tougher fight or it looks like I might get a couple I will use the healing totem, taunt or whatever else I happen to need. Does that sound about right? I just don't know what is considered most efficient.

I have a lvl 28 Shaman that I enjoyed playing when I played him. I, ummm, have no advice. I got him to lvl 28. That's all I'm saying...

I suggest getting a big two hander instead of dual wielding.
As for totems, it sounds like you're doing fine. You'll figure out what works best for you and your play style.
For efficiency, if you're playing enchancement, you're not going to be burning through too much mana, especially once you get windfury. You're going to want to pull mobs to your "camp" (where you set up totems) so that you can get the most return on your mana investment (multiple kills for 1 totem group casting). You'll find, in setting up these camps that you maybe able to pull three mobs before you have to switch your healing totem to a mana totem for a pull or two, and then drop a healing totem again.

Yea, it does proc on offhand weapons now. You just need two really good weapons to make that effecient, instead of one decent weapon. It really comes down to what you like most and what you have available to you. If you have two good 1handers, go dual wield. If you have an awesome 2hander, go that route.

I happen to have some decent daggers, and I got to say that it kicks ass.
I rarely even use totems anymore because things die so fast (or at least with no hassle)
I get an add? NP! Plop down a taunt totem and finish up with what I am dealing with. By the time I kill it I can get in a heal and be ready for the add. It's like a rogue in mail that can heal themselves.
That is just solo though, I have no idea how the group dynamics work. I can accompany any group, and in raids I can either be with the dps, the tanks or the casters. With the racial %1 to hit with spells (%1 doesn't sound like much, I know) I can be even better for mages.
Dunno, I like it though. I generally like the melee and really like enhancement, so I will be up there stabbing things most of the time. Doesn't effect my totem placement though.

I believe that your efficiency in raids will be determined solely by how many times you can yell FRASSHAWK! per pull.
I dunno, my baby shaman is still sitting at 18, waiting for me to come back from warlorking so she can hit ghost wolf. I'm using Torrin's shaman as a stalking horse so I can plan out my levelling. Rogue in mail, you say! FABULOUS.

Now that I'm 70 and stuff, figured I would give an update to what I've learned.
I went from 1-70 as full enhance, specialized in dual wielding dagger and for the most party it was pretty damn easy.
Even before the 'bug' was fixed, I never cast different levels of windfury on my weapons. I used the highest rank I had and they procced often enough, sometimes too often. Here is a tip: If you cast the buff once, it goes to the main weapon. Cast it again and it will go to the offhand weapon. No need to switch shit around all the time.
I generaly never used totems unless I saw a spot I would be around for a couple kills. When I did use totems it was Strenght of Earth, Stoneskin and maybe healing/mana. I used Earth Shock whenever it was up unless fighting a strong caster/healer. In that case I would hold onto shock and wait until they try to heal or cast a big nasty spell at me and then use it to interrupt.
Now I am all Resto and I kind of like it. Solo it is much slower killing but in PvE, it's pretty damn hard to kill me. In groups I have been using the following totems most of the time: Wrath of Air (increased healing and spell damage), Stoneskin/Strength of Earth, Mana/Health regen and Flametongue/Searing totem. I keep Earth Shield up on the tank and it usually takes care of keeping them topped up on health and I can focus on dps & healing the rest of the party.
Lately I have been grouped with range people who usually are grouped somewhat close to each other which makes it easier for me to heal the little love taps they get. Chain heal! woo
I have a couple addons that I use that make things smoother for keeping up on totems. Totemus is a good one, I don't really like the interface.. it's one of them radial things and it fucks with my chi. What's good about this is that it can manage quite a bit of things. Utilizing the left/middle/right buttons of your mouse will produce different results, it keeps track of the last 2 totems you have used in any given element and has several other nifty things. It can also keep track of when your ankh will be up but I didn't really like the readout so I found another that you can move around and scale and stuff. I also got a totem timer that tells me how long is left on the totem and gives me warnings on when it is about to expire or if it has been destroyed.
