Since the patch changing the PVP and honor systems, what determines the access you have to the PVP gear? I have a desire to PVP for a little while and was just wondering how it worked now. Any advice is appreciated. Thanks!!

PvP items are gained by accumulating honor points. In the old system, you bought items based on two factors: reputation with faction (ie, you earn the right to buy items from the Silverwing Sentinels and you bought those items with gold) and PvP rank (ie, in the officer barracks, Commanders had the right to buy certain gear, and Field Marshals better gear, and so on). Honor points determined your rank and these were calculated every Tuesday. Problem was, previously, your rank decayed--if you didn't maintain increasing levels of honor pts per week, you would lose your rank and therefore your right to buy certain phat lewts.
CURRENTLY, ranks have been abolished (the rank you see next to a person's name is the highest rank they achieved before this abolition--for example, Eulalia only ever got to Commander) as has rep for the most part--you buy PvP items solely with honor points, which now function as an accruing currency. This system makes it on the whole far easier to buy what you want--you can pvp in increments and you will eventually gather the requisite points.

So say I PVP until my friend catches up with my lvl 49 toon. He is currently at lvl 32. I could theroetically in that amount of time earn enough points to buy the "Phat Lewts"? Is there a level requirement for the phat lewts?

I dunno, depends on how fast your friend levels! It took me about a week to accumulate sufficient points to buy a Grand Marshal weapon, which was ~20,000 points.
And yes, most of the buyable items in the officer barracks aren't usable until 60. But the vendors at the individual battlegrounds have scaled items, at least at Warsong and Arathi. That is to say, different versions of the same item according to level.
By the way, you also need marks of honor--the tokens you get from completing a BG--to buy items. Just talk to a vendor outside the BG instances and see what they have to offer.
